The latest release from CIF regarding a return to play is available at this link.

Currently all of Southern California is in the Purple tier, which is the most restrictive.  For baseball to play, we need to drop one tier, to Red.  Moving from tier to tier is based on infection rates, hospital bed availability, and other factors that all roll together into an overall assessment.  When we might drop to Red is difficult to predict, but the numbers seem to have hit a plateau in some northern parts of the state.  Perhaps SoCal isn’t too far behind.

It was good to see such a high turnout of our roster at last night’s virtual meeting. We are in a new year, and no doubt we are all looking forward to turn the page on 2020 and have a great 2021.

As discussed last night, CIF-SS has published an update this morning. There were no surprises in the announcement. Most of California is in the purple tier, which represents widespread cases of COVID-19 and is the most restrictive in terms of what sports and activities are permitted at the high school level. The good news remains that baseball remains playable at the 2nd highest tier (Red – Sustantial), reflective the relative safety of the sport as it relates to the risk of spreading the virus. As we get away from the Thanksgiving and Christmas-related surges and start to see the positive effects of vaccinations on the infection rate, we should see baseball return.

CIF-SS has also committed to weekly updates, which is good news. The more frequent updates allow us, players, coaches and school administration better plan and adjust as we move forwards towards the planned March 19th start date. Additional good news is more schedules came in today, so it looks like if there is any window to play, our local schools are all in.

15 Dec 2020 | 2021 Season Planning Update #2

Members,

 

Assignor Scott Tomlinson has attended several local meetings of athletic directors, as well as had conversations with athletic directors and assignors from other areas.  The discussions have centered around two key items:

  1. Will baseball be played in the Spring?
  2. What will be expected of officials in terms of COVID-19 protocols?

Right now, the expectation is baseball will be played.  We do not have any schools in the South Bay area reporting they are not going to play.  What school administration doesn’t yet know is whether the current prohibition against competitive sports will be lifted.  The expectation is Springs sports will be allowed to move forward, with specific protocols to be followed.  Tentative game schedules are starting to come in.  Our lower level teams will likely play on Saturdays, with FS/JV doubleheaders scheduled during daylight hours.  Varsity games will likely continue to be scheduled during the week.  Tournament play will likely be part of the schedule, but so far it looks like the tournaments will be smaller, much more local, and probably scheduled with less emphasis on multiple games at a single site.

 

As for COVID-19 protocols, there is considerable discussion going on at the local level, as well as within the SoCal and state levels of CIF.  Guidelines specific to baseball officials have not yet been published.  In conversations with the various athletic directors, they do not have any information we do not have.  While there has been no formal guidelines introduced, the following procuedures have been implemented in various tournaments over the Summer and Fall in various tournaments, and are being considered:

  • Umpires wear masks, and wear them properly
  • Officials have immediate access to hand sanitizer or hand sanitizing stations
  • Officals do not maintain game balls during the game
  • Maintaining distance between umpires and participants will be a factor in umpire positioning and movement on the field
  • Handshakes eliminated

These are just possible guidelines.  We anticipate more clarification and guidance as we get closer to the season.  

15 Dec 2020 | Phishing Emails

Just a reminder that the names and titles of elected and appointed members of the board of directors remains available on the unit’s website.  That information has been used in the past to create phishing emails and text messages, and at one time those messages were going out daily.  We had a phishing email received today that Mike Collins quickly realized was bogus.  It still should serve as a reminder to be careful about opening any files or clicking on any links that come to you via email.

Most of our unit communication is going out via the unit’s website right now.  When we get closer to and then into the season, I will be communicating more via email, especially when I have an open game that I am looking to cover right away.  It will be very rare that any board member will send you a file or link, especially unannounced.  If you receive something like that and you are not sure it is legitimate, contact the person listed as the sender to confirm it is a valid email.

Planning for the 2021 high school baseball season continues. Assignor Scott Tomlinson will be attending several meetings of various leagues over the next several weeks to engage them in a conversation about scheduling options and expected officiating availability. There is also expected to be substantial discussion on COVID-19 protocol for players, coaches, and officials. All,

I hope this email finds you and your families enjoying good health and getting prepared for the festivities of the upcoming Holidays.  Yes, it is that time of year again.  The start of the 2022 baseball season is just around the corner.  I wanted to keep you all abreast of a few things that are worth noting:

Registration: Registration is now open and can be accessed on our website.  The board has determined the cost of registration will be $90.  That does not include insurance which all members are REQUIRED to have in order to receive any games.  If you have already purchased NASO through another sport you will only need to pay the $90.  If you do not have NASO through another sport, our cost for NASO is $84 which brings your total registration fee to $174.  Please get this handled sooner than later as there will be a $20 late fee assessed if you have not registered by January 14th.

Training: CIF requires you to attend a minimum of 18 hrs. training.
All classroom training will take place virtually on Monday nights from 6 – 8 pm. We will send out a notice to register for these meetings in the next week.

Field Mechanics Clinic at MLB Urban Youth Academy – Saturday 11 December 2021 at 8:00 AM

Scott has been good enough to send out invites to the meetings which you all should have accepted by now.  This will enable the meeting to show up on your Arbiter Schedule to keep you from receiving any officiating assignments during the meeting times.  If you have not accepted those please go in and do that now.

As mentioned above, Malachi Moore is hosting his Field Mechanics Clinic at the UYA at Compton College once again.  THIS WILL BE THE ONLY FIELD CLINIC OFFERED BY OUR UNIT THIS YEAR and because it is a CIF requirement, everyone must attend this clinic in order to be certified and receive games.  The clinic is free but you do need to register by going the Urban Youth Academy’s website.  I was just informed by our co-instructional chair Jay Allen yesterday, that Malachi will be joining us at our first meeting two weeks from this Monday to talk a little more about the clinic and answer any questions you may have.

I have made the decision with the input of my fellow Board Members to extend the discounted registration rate.  The $50 rate that was due to go up to $70 today will be extended through the first of February.  These are tough times and I want you to know that your Board Members are aware of that and are doing everything we can to help everyone out through these times.  I need some help from you though.  I have extended the “early-bird” rate in the hopes of getting as many members as possible to take advantage of that discount and get your dues paid sooner than later.  As I mentioned to you in the last email I sent out in December, we have dropped our dues as low as possible and still be able to “keep the lights on”.  Those payments we have to make to “keep the lights on” are just around the corner and I really need those of you who haven’t paid your dues yet to step up and get this taken care of.  Your Board has been working all off season for you and will continue to do so.  If you are having financial issues don’t hesitate to reach out and I promise you, we will work something out.  Finally, this is going to be a different season for sure and because we are going to be operating on such a thin margin we are not going to be able to assign games to ANYONE who has not already paid their dues or spoken to Scott or myself to make arrangements.   I hope you all enjoy your long weekend and look forward to seeing everyone at our next Zoom Meeting on the 25th.

Members,

I, along with your board of directors, hope this message finds you and yours safe and healthy. The ups and downs of 2020 have not abated, and news from state and local governments continues to flow almost daily. Our local schools are trying to plan for the 2021 athletic seasons, reacting to this uncertainty and frequent change environment. Our unit is trying to plan amid the same uncertainly and shifting instructions, so please understand our plans are based on the information available today.

The Board of Directors met on 7 December and discussed several topics, including registration, insurance, and the instructional program for 2021. We have opted to open registration, transitioning the registration process from the ArbiterSports site to our unit website here. As we have for the past several years, there will be two options for members to register.

Option A

• Registration fee of $50.00. If registration is not completed by 11:59 PM on 14 January, a $20.00 late fee will be added. Registration is not refundable.

• The registering member must substantiate NASO group insurance that is current through June of 2021

Option B

• Registration fee of $50.00. If registration is not completed by 11:59 PM on 14 January, a $20.00 late fee will be added. Registration is not refundable.

• NASO group insurance fee of $87.00. The insurance fee is not refundable.


Please note the board was able to significantly reduce the registration fee (by almost 50%) for 2021 due to a combination of cost-saving opportunities:

• Moving the registration platform to our website will save our unit hundreds of dollars this year.

• The NFHS agreement to not implement any rule changes allows us to avoid buying new instructional kits, saving more than $1,500.00 this year.

• Additional cost savings come from our unit’s Secretary/Treasurer, Instructional Chair, and Assistant Instructional Chair waiving their stipends for 2021.

The board of directors had a substantial discussion about the feasibility of refunding registration fees should the 2021 season not happen. The board recognizes refunds are not possible unless the organization ceases to exist and operate. Our unit’s mere existence means that we have certain fixed costs to be paid completely independent of any game activity level. There are several expenses our unit pays “to keep the lights on,” including state-mandated insurance, banking fees, and the bare minimum to keep our Arbiter database current and available.

California State Rules Interpreter, Ken Allan, will be back by popular demand to be our guest speaker. Ken will discuss why some umpires are successful and why some umpires are not successful.   He’ll discuss some of the things unsuccessful umpires do, and what are some of the things that successful umpires do.  Everyone is where they’re at for a reason and Ken will talk about some of those reasons.

Scott is the new Executive Instructional Chair for the CBUA. I’ve asked Scott to share how he’s approaching his new role in terms of philosophy, testing, priorities, and goals for the CBUA instructional program. This is a unique opportunity to ask questions of someone who has tremendous influence within the CBUA.

04 Sept 2020 | Malachi Moore will be the guest speaker for our 8 Oct 2020 Zoom Meeting

I’m very pleased to announce that Malachi Moore will join as our guest on October 8 at 7pm. On 17 August, he worked his first MLB game. He’s gone on and worked a total of 16 MLB games and counting. October 8 will be a unique opportunity to ask Malachi about his experience working his first MLB games. Please send me questions you’d like Malachi to address.

In our remaining time on the 8th, we’ll be doing breakout rooms to review and discuss videos. At the end of our meeting last night several of you stayed on and enjoyed touching base with each other. I hope the breakout rooms will allow for more interactions.

17 Aug 2020 | Malachi Moore is scheduled to work his first MLB game tonight!

We have some exciting news about Malachi Moore. Many of you know Malachi or met him as a guest at one of our meetings this past season and from hosting his umpire clinic at the MLB Academy. Malachi is on the call-up list this season and is now scheduled to work his first MLB game tonight in Arizona! He’s scheduled to work U2 tonight, U1 tomorrow, and his first plate game on Wednesday in Oakland. It looks like tonight’s game is on the MLB network so hopefully we can watch this incredible milestone.

Malachi is one of the nicest people you’ll ever meet. He’s worked incredibly hard and deserves all the success he’s achieving.

29 Aug 2020 | Arbiter Security Breach

All,

By now all or most of you have received a letter from ArbiterSports notifying you of a data breach they had almost a month ago. The data breach was one of the more serious that I believe I have seen in that just about ALL of the sensitive information ArbiterSports maintains on each person was stolen. This includes:
– Your name
– Your listed address
– Your email address
– Your telephone number
– Your Social Security Number
– Your ArbiterPay bank information
– Your ArbiterSports and ArbiterPay user name(s)
– Your ArbiterSports and ArbiterPay password(s)

While the data was encrypted, ArbiterSports reported the encryption was hacked and the data was exposed. ArbiterSports reported they paid the hackers to destroy the stolen database, and claim they have confirmed the data was deleted. I do not know how ArbiterSports can verify the data was not copied, sold, or otherwise distributed before the hackers deleted the database visible to ArbiterSports. In other words, each of us must presume all of our personal information is up for sale and has probably been sold at least once.

Take precautions!

Some things you should immediately consider doing:
– Change your ArbiterSports and ArbiterPay passwords;
– Change the email address you use for ArbiterSports and ArbiterPay, if you have another email address;
– Change the bank information in ArbiterPay;
– If you use the same password for more than just ArbiterSports and ArbiterPay, change those passwords as well;
– Sign up for the one year of free credit monitoring offered;
– Consider a complete block to your credit profiles;
– Regularly monitory your credit profiles;
– Be extra careful with any phone calls or emails trying to get additional information from you.

I hope you and your families are well. Here is the latest update…

1) Are We Going to Play? – In July, we made the decision to delay the start of the CIF sports calendar state-wide so that we would be able to have full regular seasons and full section championships for all sports during the 2020-2021 school year. We believed that if we allowed the maximum amount of time possible to gain control of the situation we could deliver to our student-athletes what we all want for them and give them what they deserve. Since July, there clearly has not been any progress made toward gaining control of the pandemic, in fact, it has gotten worse and here is where we are on December 1…

The same scenario has been in place since the onset of the pandemic in March and the closures of our schools last Spring. Individual schools/school districts/private schools have the sole responsibility to determine when their schools will re-open for academics, and then after doing so, determine when their athletic programs could return to campus as well, following guidelines from state and local health authorities. Regardless of any calendar that we adopted, that reality is what drives where we have been, where we are now and where we are trying to go.

Since the beginning of October, we have been actively working with the California Department of Public Health trying to get a plan approved for return to play for education-based athletics. The plan was developed by our CIF Sports Medicine Advisory Committee, which is made up of doctors and other health professionals from around the state. The centerpiece of our proposal was an attempt to incorporate the four colored tier system: purple, red, orange and yellow, that is applied to each of California’s 58 counties, and directly connect those color designations to high school sports. In other words, what does it mean for practice and/or competition if your county is in the purple tier, red tier, orange tier, yellow tier? Included in our plan was a sport-by-sport breakdown of various health and safety protocols to be implemented for each specific sport that incorporates the differences between what is recommended for Volleyball and how it is different from Cross-Country, different from Football, etc. We believe that information would be extremely useful to you in navigating through practices and competitions held on our campuses. The original plan we submitted has been reviewed by the California Department of Public Health and we have been awaiting their response, which was expected a couple of weeks ago. However, with the recent surge of COVID-19 in California during the month of November, the CDPH has not yet provided guidelines for us to follow and we are not sure when that will happen. We are prepared to receive the information from the CDPH whenever they are ready to deliver it, and as soon as it becomes available, I will certainly share it with you.

2) What Does This Mean for Fall Sports? –

A) CIF State and Regional Championships – This afternoon, the CIF State Office announced that all CIF State and/or CIF Regional Championships for Fall Sports have been cancelled. Also, CIF Boys Volleyball Regional Championships have been moved to the Spring season and the specific dates for the CIF Boys Regional Volleyball Championships will be announced in January. The full release from the CIF State Office is attached to this update and is available on their website, www.cifstate.org.

B) CIF Southern Section Championships – As I have said previously, our sports calendar for Fall Sports and Spring Sports for the 2020-2021 school year is in place and will remain in place. If schools are not able to begin practice/competition for Fall Sports in mid-December, as originally planned, then the hope would be you can begin at a time in the future that would allow you to do so. In that instance, unfortunately, there would have to be postponements/cancellations of athletic contests at the start of the Fall Sports season, but league play and post-season play would remain as scheduled. If regular seasons are shortened, it would be at the front end of the season, keeping the back end of the season unchanged. It is our intention for post-season play to be a destination for schools who are able to play this Fall, even more so if regular seasons are reduced at the beginning. Time will tell what that will look like, but as I have said throughout the period of time in preparation of the 2020-2021 sports calendars, all options will be on the table for post-season play as well. On Tuesday, January 19, 2021, when we have a better sense of the overall situation at that time, I will update you on the status of Southern Section Championships for Fall Sports.

3) What are the Next Steps? – As has always been the case, individual schools/school districts/private schools have the sole responsibility of determining what athletic activities you will allow on your campuses, following the guidelines from state and local health authorities. These guidelines are not CIF Bylaws contained in our Blue Book, but are recommendations made by health professionals who have the obligation to enforce the guidelines they have recommended. We must now try and meet the challenges ahead of us for moving forward with Boys/Girls Cross-Country, Boys/Girls Volleyball, Boys/Girls Water Polo and Football. It will be a difficult task, but one that we must try and do everything within our power to accomplish.

4) Financial Matters – Based on the current situation facing us, the potential loss of revenue from sports championships that may not be held or if they are held with no spectators, and the reality that sports championships make up approximately 60% of our budgeted income, our projection for a final Profit and & Loss for fiscal 2020-2021 is currently a loss of $275,000, which includes the implementation of the following measures…

1. All marketing contracts fulfilled.

2. Minimum broadcast rights contracts fulfilled.

3. All Sports Fees received.

4. Conservative projections on investment interest income.

5. Furlough of support staff wages & benefits on January 1, 2021.

6. Reduction of benefits for contracted staff through June 30, 2021.

7. Payout and usage of all staff accrued vacation.

8. Remote work to lessen in office utility usage/supplies/janitorial.

9. Spending freeze on non-essential supplies, services and travel.

Obviously, the expenses we possibly can to control but the revenue projections are uncertain at this moment. The loss could be as large as $600,000-$700,000, which would necessitate the use of our cash reserves to cover the shortfall.

5) Final Thought – Where we are today is not as important as where we are on December 15, 2020, January 4, 2021 or January 19, 2021. In the time we have before the new year and into the new year, we must strive to make progress within our Southern Section footprint to have the opportunity to return to play when the time comes. Let us resolve to do everything we can to make that happen for our student-athletes.

CIF Statement Regarding Education-Based Athletics for 2020-21 School Year

SACRAMENTO, CALIF. — Due to the continued surge in COVID-19 infections, the California Department of Public Health has postponed the issuance of its updated youth sports guidance. The California Interscholastic Federation (CIF) does not expect the CDPH will issue any guidance allowing for schools to return to full practice and competition until after January 1, 2021, at the earliest. Thus, all full practice and competition start dates are officially on hold until updated guidance is issued.

Therefore, to provide the 10 CIF Sections, our 1,605 member schools, and more than 800,000 student-athletes the best opportunity to compete in Season 1 Sports, once allowed by the CDPH and local county offices of public health, the CIF State Office is removing all Regional and State Championship events from the Season 1 Sports calendar. By canceling Regional and State Championship events, more student-athletes will have the opportunity to participate in a longer season, rather than a truncated season with Regional and State post-season play for a limited number of schools.

Additionally, boys volleyball will be moved to Season 2 to avoid the loss of a second full season, and an updated Season 2 calendar to include boys volleyball will be posted in January.

The CIF is confident this decision is a necessary and reasonable action for our member schools, student-athletes, and school communities in light of the current statewide crisis. This revision to the CIF State 2020-21 Season 1 Sports calendar offers our Sections and Leagues the flexibility and needed time to plan for the return to practice and competition once updated guidance is provided by the CDPH.

We would like to inform you that the Board of Directors of the CBUA has opted to open the position of Instructional Chairperson for the California Baseball Umpires Association.

Some of the things we will be looking for:

• You must be a member in good standing of one of the affiliated units of the CBUA.

• You must be well versed in HS rules and HS mechanics.

• Be able to deal with 12 Instructional Chairs – (of the 12 affiliated CBUA units).

• Be proficient in writing tests.

• Also a plus would be to have some computer skills.

• Be versed in virtual meetings (and willing to hold/conduct them – with your IC’s).

• You must be able to meet deadlines for all aspects of instruction, mechanics and testing.

The CBUA website will also be a valuable tool at your disposal

Also, be willing to make presentations to umpire groups and/or HS coaches

20 July 2020 | Announcement on Fall, Winter and Spring Sports for 2020/2021

We are continuing to monitor the ever-changing situation involved with the COVID-19 pandemic in preparation for the announcement regarding the status of Fall, Winter and Spring sports for the 2020-2021 school year on July 20. As decision date approaches, I want you to be aware of how this information will be disseminated to you. The CIF State Office will announce the dates for CIF Regional and CIF State Championships for each sport. Once those dates are identified, the Southern Section will release our specific sports calendars, which will include dates of first interscholastic competition, Sit-Out Period dates for each sport, end of the regular season dates, section playoff dates and dates for our Southern Section Championship Finals.

It is evident to me that the clear and consistent message from all our stakeholders is a desire for us to deliver Fall, Winter and Spring sports this upcoming school year. For that to take place, it will require vision, creativity, flexibility, teamwork and unwavering commitment from all involved to answer this call to leadership. It is my sincere hope and expectation that you are ready to embrace the challenges that lie ahead of us in service to the young men and young women we are so fortunate to serve.

As we announced earlier this week, we will be re-opening our office on Tuesday, July 7, with normal operating hours of 7:30 am – 4:00 pm. Phone service will resume, but no walk-ins will be allowed until further notice. Visitors to our office must arrange for an appointment in advance and are required to wear a mask upon entering the building. I would strongly encourage email communications and virtual appointments prior to scheduling any in-person meetings for the health and safety of all involved.
